Fulbright–Technical Education and Skills Development Authority Energy Futures Program (Fulbright–TESDA)

The Fulbright–Technical Education and Skills Development Authority (TESDA) Energy Futures Program (Fulbright–TESDA Visiting Fellowship Program) provides fully funded fellowships for Filipino professionals, technical educators, and sector leaders working in technical-vocational education and training (TVET) supporting the civil nuclear energy transition of the Philippines.

Selected fellows complete three (3) to four (4) months of specialized immersion, benchmarking, and applied research in the United States. Fellows engage with U.S. community colleges, accredited university TVET and energy extension centers, nonprofit technical bodies, and industry utilities.

The program aims to develop institutional capacity within the Philippine TVET ecosystem by benchmarking curricula, occupational health and radiation safety standards, technician competency frameworks, and industry workforce models. (Note: Fellowship activities focus strictly on non-sensitive workforce development, public training standards, and TVET curriculum design; they do not involve classified, defense-related, or proprietary nuclear technology.)

The Fulbright-TESDA Visiting Fellowship Program award will cover international round- trip airfare, monthly stipend, settling-in allowance, professional development allowance, and health and accident insurance.

Eligibility:

1. Philippine Citizenship and residing in the Philippines at the time of application and the selection process
2. Working professional in any sector with a documented focus on civil nuclear energy (specifically technical-vocational education and training, workforce development, or related technical fields).
3. Applicants must demonstrate a significant record of professional accomplishment in civil nuclear expertise or related areas of technical study.
4. Proficiency in English
5. Must be able to conduct a scholarly fellowship in the United States that begins 
no earlier than January 1, 2028, and starts no later than March 2028
6. Must be in good health to pursue research work in the United States
7. Applicants must be committed to returning to the Philippines immediately upon completion of the program to continue working in and advancing the civil nuclear TVET sector.

Notes:

• Individuals holding dual citizenship, who are permanent residents, or currently living in the United States, are not eligible to apply
• Individuals who are presently in the U.S. for the purpose of studying, teaching, conducting research, and working, and/or who have received a Fulbright grant within the past five (5) years are ineligible
• Those who have been to the U.S. as a J-1 Exchange Visitor in the category of Professor or Research Scholar within the past two (2) years are also ineligible
• Preferences will be given to the qualified applicants who have not had recent and substantial experience in the United States.
• Grants are not for the principal purpose of attending conferences or completing doctoral dissertations.

Requirements:

2. Updated Curriculum Vitae/Résumé (maximum of 6 pages); 
3. Project Proposal - A detailed plan focusing on civil nuclear TVET capacity, curriculum standards, training regulations, or applied workforce transfer. All indicated questions have to be answered;
4. Two (2) Letters of Recommendation (Forms are found on the online application portal);
5. Scanned copy of official or certified true copy of Transcript of Records; 
6. Scanned copy of official or certified true copy of Diploma/s.
7. Valid NBI Clearance issued within six (6) months prior to the application 
deadline.
8. Passport biopage valid through at least September 2029.
9. Letter of Invitation from the U.S. Host Institution (strongly preferred, but not 
required);
