The Fulbright - Philippine Space Agency (PhilSA) Foreign Student Program is a scholarship opportunity for Filipinos to study at the graduate level (master’s or doctoral studies). This program award, in partnership with the Philippine Space Agency (PhilSA), enables graduate students to study and conduct research in the United States. The Fulbright-PhilSA award aims to accelerate the development of a sustainable pool of space scientists, engineers, communicators, and other professionals constituting a robust domestic space ecosystem.

Grants under the Fulbright Philippine Space Agency (PhilSA) Foreign Student Program for Filipinos provide support for a maximum of one to two years for master’s, and two years for doctoral degree studies. The grant provides for round-trip international travel, monthly maintenance allowance, tuition and fees, book/supplies allowance, and health and accident insurance.

The program shall fund studies in the following priority areas: 

  1. Space applications employing space-based systems, related infrastructure, and techniques for Earth observation; meteorology; positioning, navigation, and timing; telecommunications, and connectivity that address the Key Development Areas (KDA) of the Philippine Space Policy in SSTA, particularly for hazard management and climate studies, and national security and socio-economic development. 
  2. Innovation and advancements in spacecraft systems development, engineering, and robotics, particularly focusing on satellite development, control, and operations; spacecraft design and engineering; payload system development; rocketry; instrumentation and signal processing; sensors, actuators, and communication networks; space debris mitigation and removal; machine vision and machine learning; and cybersecurity for space-based systems.
  3. Space science and multidisciplinary studies contribute to new knowledge creation and capability development in space exploration, space environment utilization, and space situational awareness. Examples include space physics; planetary science; space biology and biotechnology; space medicine and drug discovery, space food and nutrition, materials for space, space analogs, and STEM education.  
  4. Space law, economics, and administration, which enhance capacity in the country in policy formulation and implementation, management and trade, business development, and research support and administration related to space activities. 

No dependent support will be provided.

General Eligibility Requirements:

  1. Philippine Citizenship and the candidate must be in residence in the Philippines at the time of application and selection process;
  2. College degree with major in field of specialization; excellent undergraduate record;
  3. Must have a research objective aligned with the Key Development Areas of the Philippine Space Agency (PhilSA); 
  4. Proficiency in English appropriate to the proposed studies to be carried out in the United States;
  5. Must be in good health to pursue studies and research in the United States; 
  6. Applicants must be committed to returning to the Philippines and render service of obligation immediately upon completion of the research program; 
  7. No pending administrative/criminal charges and must not have been convicted for violation of any Philippine Law.
  8. Applicants must have at least two years of professional work experience (after college) in their field of specialization. Assistantships during college do not count.

Notes on Eligibility: 

  • Individuals holding dual citizenships, are permanent residents, or currently living in the United States are not eligible to apply 
  • Individuals who are presently in the U.S. for the purpose of studying, teaching, conducting research, and working and or who have received a Fulbright grant within the past five (5) years are ineligible 
  • Those who have been to the U.S. as a J-1 Exchange Visitor in the category of Professor or Research Scholar within the past two (2) years are also ineligible 

Preferences will be given to the qualified applicants who have not had recent and substantial experience in the United States. Grants are not for the principal purpose of attending conferences.

The Fulbright-PhilSA award aims to accelerate the development of a sustainable pool of space scientists, engineers, lawyers, entrepreneurs, communicators, and other professionals constituting a robust domestic space ecosystem. 

Grants are awarded for a maximum of four (4) months. The program shall fund studies on the following priority areas: 

  1. The Fulbright-Philippine Agriculture Scholarship Program (FPASP) for Graduate Studies was established for the purpose of developing technical, scientific, professional, and academic leaders to improve the Philippines’ capability to modernize the scientific and technological capability of people working in the agriculture and fisheries sectors.

Grants under the Fulbright-Philippine Agriculture Scholarship Program (FPASP) for Graduate Studies are for a maximum of one (1) academic year for non-degree and one (1) up to two (2) academic years for Master’s study. The Fulbright Specialist Program offers opportunities for established U.S. professionals and academics to share expertise, gain international experience, and develop collaborative partnerships through short-term project-based exchanges at institutions around the globe.

About the Fulbright Specialist Program

The Fulbright Specialist Program (FSP), part of the larger Fulbright Program, was established in 2001 by the U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA). The program is a field-driven initiative in which foreign host institutions conceptualize and design projects of interest within an eligible discipline that represent a priority for their respective organizations. These projects are then matched with a highly qualified U.S. academic or professional, who shares their expertise and assists with strengthening linkages between U.S. and foreign host institutions. Participating host institutions benefit by: 

  • Gaining global perspectives from experienced U.S. academics and professionals; 
  • Executing projects that require a rapid response or flexible timeline through short-term, year-round exchanges; and 
  • Building sustained relationships with individuals and institutions in the U.S. 

Eligibility Requirements for Host Institutions: 

Institutions that may be eligible to request a Fulbright Specialist include, but are not limited to: 

  • Institutions of Higher Education; 
  • Government Institutions (ministries or agencies, courts, parliamentary or congressional bodies); 
  • Cultural Institutions (conservatories, museums, etc.); 
  • Non-Governmental Organizations including issue-centered institutions and think tanks; and
  • Medical Institutions (public health organizations, teaching hospitals, etc.) 

Reminder: Institutions that have previously hosted a Fulbright Specialist are reminded that eligibility to apply is contingent upon the completion and submission of the Fulbright Specialist Project Final Report. The Fulbright Commission will also request updates or progress reports on previous projects as part of the evaluation and review process.

America250

As the United States approaches its 250th anniversary of independence in 2026, the America250 initiative represents a nationwide, bipartisan commemoration to reflect on the American experience, democratic traditions, and cultural heritage. Through the Fulbright Specialist Program, your institution can engage with this historic milestone by hosting a U.S. academic or professional to conduct a short project centered on your institution's needs for expertise. Higher education institutions, historical societies, cultural institutions, and other eligible organizations can collaborate with a Specialist on a two- to six-week project across a variety of eligible topics, including American studies, history, political science, and more.

Prospective Host institutions can also add America250 programming to their project proposal by including some type of community engagement activities that celebrate America. Examples of such activities could include, but are not limited to:

  • Delivering a lecture about American excellence in and/or significant impact on the Specialist's field of study, 
  • Hosting an event at the host institution highlighting America or topics from America's 250-year history,
  • Engaging with the American Corners or U.S. Embassy in the host country on a new or contributing to an existing celebratory event or initiative,
  • Carrying out outreach activities to share about America at local schools, organizations, etc., and/or,
  • Other proposed activities that align with America250.

Fulbright Specialist Program Activities: 

The Fulbright Specialist Program encourages host institutions to tailor projects to their own needs. However, all projects should have an education or training focus. Due to the short-term nature of the exchange, projects should have concrete objectives that can be achieved over the course of the Specialist’s visit. Past Specialists have supported institutions by conducting activities such as: 

  • Delivering seminar or workshop 
  • Consulting on faculty or workforce development 
  • Developing academic or training curricula and materials 
  • Lecturing at the graduate or undergraduate level 
  • Conducting needs assessments or evaluations for a program or institution 

Note: Personal research projects, including clinical medical research or projects involving patient contact, are not eligible for funding under the Fulbright Specialist Program. 

Program Parameters: 

  • All exchanges must range from 14 to 42 days in length, including weekends, holidays, and travel days. 
  • Projects are restricted to one country, and all project activities must take place in the country requesting the project.
  • Each project is limited to only one Fulbright Specialist grantee.
